The supplier whose quote is coming in well below expectations is not worth sampling , its a cost that you don't need to take. Because even if the sample is superb it will be very difficult to negotiate up to the profit level required. Go with supplier with better POI/POR, even if they have a higher MOQ, because you can negotiate if his/her product is great. Also you could keep the product "on the back burner" and keep in contact with the supplier to do an order when they have another run being done and piggy back on a production order that they are already doing , with the smaller order qty that you want.
